This LEED Certified development required changes to the General Plan, creation of the El Charro Specific Plan, and new zoning districts serving a 250-acre Specific Plan area, along with preparation of Development or Economic Incentive Agreements with Premium Outlets, surrounding jurisdictions, agencies, and property owners. Nearly 750,000 sf was constructed in two phases, consisting of 12 retail buildings and one central food court building arranged on a grid of pedestrian paseos.
